Frank Rapoport, McKenna Long Aldridge

Frank M. Rapoport is a senior partner who is widely regarded for his ability to strategize and implement profitable business initiatives for clients in the transportation, real estate development, construction, design and engineering, defense and aerospace, security, life sciences, healthcare and IT, and government services industries.
He recently led a real estate developer from project inception to achieve a $2B inventory in the military housing privatization initiative. His team at McKenna Long & Aldridge includes specialists in U.S. and international government contracting, government affairs at all levels, and seasoned business and economic advisors with years of transportation, infrastructure and privatization experiences, both domestic and internationally. Mr. Rapoport's business acumen is sharpened by his many years of "big ticket" litigation where he represented contractors in all phases of large government-funded infrastructure projects.
Mr. Rapoport routinely counsels companies on bid protests, debarment and suspension, defective pricing, procurement fraud and voluntary disclosure, change order claims, differing site condition claims, government-caused delay claims, convenience and default termination claims, breach of contract claims, subcontractor claims, business and minority issues, joint venturing, privatization, and marketing to the federal, state, and local government.
Celeste Davis, RBC Capital Markets

Celeste Davis is a municipal finance banker in the San Francisco office of RBC Capital Markets with a primary focus on cities, counties and state level issuers. Celeste has over 23 years of municipal finance investment banking experience. Prior to joining RBC in 2007, Ms Davis spent over 10 years as a banker with Morgan Stanley. Her professional experience includes senior coverage responsibility for the State of California and all related agencies. Her coverage scope also includes a number of the major counties, cities and special districts in California. Celeste has served as the book running manager for over $10 billion in bond and note business over the past four years including the State of California's $1.7 billion long term general obligation bond issue and $3.0 billion annual note issue. Celeste received an MBA from the University of Southern California, and a B.S. in business from Boston University. Ms. Davis holds Series 7 and 63 licenses.
Laurence Pelosi, McKinley Partners

Laurence Pelosi is a Managing Partner at McKinley Partners, a real estate development and advisory firm. Prior to McKinley, Laurence was an Executive Director at Morgan Stanley Real Estate, where he focused on large scale development, acquisitions and public/private partnerships and a Director of Acquisitions at Lennar Communities. Laurence began his career as a real estate and land use lawyer in private practice. He graduated from the University of California at Berkeley and Georgetown Law. Laurence serves on the board of the Institute for Governmental Studies at UC Berkeley and Family House.
Mike Lucki, Ernst & Young
Mike is Americas Director of Engineering and Construction and also the Global Infrastructure Leader. The Americas practice brings together all service lines within Ernst & Young which include assurance and audit, tax, transaction advisory services and risk advisory services and is based in 20 offices across the Americas, with over 250 professionals serving the engineering and construction industry. The Global Infrastructure Practice creates a virtual infrastructure group that integrates all key industry sectors that effect infrastructure such as government, utilities, oil & gas, telecommunications, transportation, airlines, real estate, construction, and healthcare. This practice leverages off the 10 plus years of infrastructure experience in the United Kingdom, Australia, Canada and Spain and brings an experienced Global team to any infrastructure project in the world.
Mike has extensive experience with SEC rules and regulations and SEC filings and comment letters. Mike is also a recognized industry expert in strategic planning, capital market transactions, due diligence, restructuring transactions, and advising clients on strategic issues related to acquisitions of engineering and construction companies.
Mike has a BS in Business Administration and Accounting from California State University, Los Angeles. He is a nationally recognized speaker on construction topics and actively serves as a Board Member to the Construction Financial Management Association; Associated General Contractors - National Committee Member - International Committee and Tax & Fiscal Affairs Committee; Associated Builders & Contractors- National Committee Member - Award of Excellence Program; American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. Mike also is the Chairman of CSULA's School of Business & Accounting Advisory Board.
Kathleen Brown, Goldman Sachs

Kathleen Brown has been Head of the West Coast region of Municipal Finance department at Goldman Sachs Group Inc. since April 14, 2003. Ms. Brown serves as Senior Advisor with responsibility for Public Finance, Western Region for Goldman, Sachs & Co. Ms. Brown serves as Managing Director of Goldman Sachs Group Inc.'s Investment management Division. Having joined Goldman Sachs Group Inc. in 2001, she served as a senior private wealth advisor on the West Coast region until 2003. Ms. Brown served as Treasurer of the State of California from 1991 to 1995 and as President of the Private Bank in the Investment Management Group at Bank of America. Ms. Brown worked as an attorney at O''Melveny & Myers before entering public service, and is based in Los Angeles. She serves as Director of Library Foundation of Los Angeles. She has been Director of Forestar Group Inc. since December 2007. She serves on the board of directors of the Los Angeles Chamber of Commerce. She serves as a member of the Los Angeles Unified School District board of trustees. She served as a Director of Countrywide Financial Corp. from March 2005 to March 30, 2007. She served on the boards of directors of The Children's Hospital of Los Angeles, the California Women's Foundation and the California Endowment. She has served as co-chair of the Presidential Commission on Capital Budgeting during the Clinton administration. Ms. Brown holds a Bachelor of Arts degree in history from Stanford University and a J.D. from Fordham University School of Law.
